Head, Technical Services



1. SUMMARY
Within the Executive Management division (EM), Headquarters Support (HQS), the role of Infrastructure and Facilities Management (IFM) is to support NATO’s political and decision-making processes by managing and maintaining the NATO Headquarters site. IFM provides the International Staff (IS), International Military Staff (IMS), national Delegations, Partners, independent bodies and all others accommodated at NATO Headquarters, with facility management services. IFM is responsible for the overall management, supervision and technical and financial control of all in-sourced and out-sourced facility, maintenance, transportation and logistics services, major and minor investment projects and asset and inventory management in support of NATO Headquarters functions.

Under the direction of the Head of IFM, the incumbent is responsible for directing and leading the Technical Services unit. Technical Services unit manages the overall operations and maintenance of the Mechanical, Electrical and Plumbing (MEP) installations, including the Building management system and the Electronic Security systems at the NATO Headquarters site in Brussels, Belgium. In this respect, the incumbent is responsible for the 24/7 operations and maintenance of the technical installations.

The incumbent is responsible for managing and supervising numerous insourced/outsourced activities related to maintenance or modifications under her/his responsibility. S/he supervises the production of technical specifications, calls for bids and tenders, as well as evaluating received offers. S/he also manage and follow the good execution of the contract conditions and performance. S/he collaborates directly with the IFM Business Support section Head to regularly review and update the IFM service catalogue and the evaluation of IFM core customer service quality control and quality assurance. S/he acts as the IFM Technical Manager in support of major NATO events, ensuring coordination of all technical IFM support and/or additional facility requirements.

2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
hold a university degree in Electrical/Mechanical Engineering;
  • have a detailed technical background gained through a minimum of 5 years’ experience in managing the operation and maintenance of complex technical installations in large-scale buildings or through a minimum of 7 years’ experience in building design and construction, including the supervision of a team of technicians and contractors;
  • possess proven knowledge in value engineering, technical innovation and facility and/or building management, and have a clear conceptual approach to the evaluation of different technical systems and the expertise to advise the best value solution;
  • possess knowledge of improving energy performance of buildings and knowledge of technical safety requirements in building design and health and safety standards during construction works and daily operation;
  • have experience with the use of a facility management information systems, with the set-up of a computerised maintenance management program; and have a good knowledge of standard office applications (Word, Excel, MS Project, etc. ) and CAD;
  • have experience in managing long term maintenance contracts
  • have experience in directing the configuration and exploitation of an efficient integrated building management system, including the generation of management reports and of the maintenance of electronic security system;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; and IV (“Upper-Intermediate”) in the other
  • be able to discuss complex issues with ease and have the proven ability to draft quickly and concisely in one of the official languages;
  • have the flexibility to work outside normal office hours in response to crises and urgent requirements.
DESIRABLE

The following would be considered an advantage:
  • budget management experience;
  • condition based maintenance experience;
  • knowledge of business continuity planning;
  • knowledge of the Dutch language.
3. MAIN ACCOUNTABILITIES

Planning and Execution
Manage and direct the Technical Services section, to ensure that the relevant NATO HQ infrastructure and facilities are fully operational at all times. Monitor work schedules ensuring that the NATO premises have a member of their staff present at all times, including holidays and weekends. Outline preventive and corrective maintenance programmes and ensure their execution in order to allow uninterrupted services for the HQ facilities. Develop the overall planning for the technical services which integrates both maintenance works, technical works in building refurbishment projects and repair works taking into account priorities and the optimum mix of the use of internal resources or contractors. Set deadlines, assign responsibilities and monitor progress of projects and works. Prepare for contingency activities related to the technical installations as required under the HQ Business Continuity plans, both for the HQ and alternate facilities. Oversee contractors providing services in the framework of these projects or in the framework of providing maintenance services. Contribute to the hand-over activities of the old HQ to the Host Nation for all aspects related to the technical installations.

Knowledge Management
Prepare technical data sheets and technical specifications for call for bids and tenders. Draft performance and risk analysis report regarding the technical installations and be responsible for the energy accounting of the HQ. Project Management
Manage the execution of the maintenance programs and energy savings initiatives for the technical installations. Participate in any ad hoc projects on the NATO locations, in National Delegations or Partner nations, as well Business Continuity and energy savings initiatives. Act as the project manager for all technical projects and work closely together with the other services involved in the execution of the project.

Expertise Development Analyse equipment conditions, prepare reports putting forward progress, adverse trends and appropriate recommendations for the sound management of the technical facilities at NATO HQ. Advise on the choice of technical/electro-mechanical systems to best suit the requirements of NATO for a modern and healthy working environment. Direct necessary changes and furnish advice and assistance where deficiencies are noted. Provide expert knowledge on resilience, reliability and redundancy of technical installations. Contribute to cost estimates and preparation of contract specifications covering the various aspects of technical installations. Perform bid evaluations and prepare pre-award bid evaluation reports.

Stakeholder Management
Attend meetings that concern the Service, facilities and buildings maintained by the Service, as requested. Work with Procurement and Contracts Section to obtain materials, equipment and outside contractors. Assess the needs of Delegations, IS/IMS divisions regarding technical installations and translate their user requirements in technical specifications, execution drawings, cost estimate as required.

People Management
Lead, manage and coach the Technical services staff, delegate work assignments and monitor their execution ensuring compliance with agreed priorities and deliverables. Lead the development of direct reports and staff through proactive coaching, mentoring and professional development. Set goals and standards for expected performance of staff and monitor performance. Ensure all staff receives adequate training, consistent with available resources, in operating and working on the technical installations, systems and equipment used in the building with special attention for manipulation in high-voltage networks and the safety aspects of the works.

Financial Management
Contribute to the preparation of the annual budget and mid-term budget for the Service and monitor the proper application of credits granted and manage the budget allocated to projects in the technical services. Supervise the personnel and material cost estimates drafted by the staff of the technical services for the reimbursable works and prepare cost estimates for projects and works. Validate procurement requests for material and labour drafted by the staff of the technical services prior to submittal to the procurement service. Contribute to the budget estimate for the operations and maintenance cost for the new HQ.

Organisational Efficiencies
Preserve the technical installations of the HQ in the most cost effective way with a primary focus on Health and Safety aspects for all occupants of the building and an energy efficient running of all installations. Use best business practices to improve efficiency in operating the installations as well as in working methods and processes. Participate in detailing the specifications, implementation and commissioning of all operational and maintenance aspects of the building management systems making an optimum use of the knowledge of the current business needs and best practices.

Representation of the Organization
Monitor the work of external contractors engaged to conduct complex maintenance work or projects at the NATO HQ to ensure that work performed complies with the requirements in the technical specifications.

Policy Development
Contribute to the development of the operation and maintenance management strategy for the future headquarters and validate the maintenance documentation.

Perform any other related duty as assigned.
